WHEREAS it serves to clarify what was already decided by the Uppermost Court, and

WHEREAS this inexplicably remains a point of contention, now

THEREFORE the following upon co-signature of the reigning King shall be enacted:

1. Notwithstanding Organic Law XVI.2, cases brought before the Uppermost Cort which are deemed by the Cort to be of "constitutional importance", including all cases impacting the interpretation of the Organic Law, shall be considered in the first instance by a panel of 3 justices. Appeals to the decision of such a panel shall be considered by a panel of all 5 justices.
2. Section 1 of this Prime Dictate shall enter El Lexhátx as G.10.
