36RZ18 — The Privy Council Act (Amendment)

WHEREAS, as a nation Talossa is challenged by the peculiar difficulty that most of its citizens do not reside within or even near her national boundaries and that very few citizens possess any personal connection to Talossan soil; and

WHEREAS, the territory of the Kingdom, especially its lands in the City of Milwaukee, are declared in the Organic Law to be "sacred and inviolable" and to form an essential part of the Kingdom’s history and ongoing identity; and

WHEREAS, Talossa's population continues to grow and its proportion of long-time citizens intimately connected to the lands of the Kingdom shrinks and thus weakens the Kingdom’s ties to its own history and land,

THEREFORE in order to foster institutional memory, stability, tradition, and continuing connection to the very land of the Kingdom, the Ziu hereby adopts the following Amendment to the Organic Law, and transmits it to the voters for their ratification:

Article III: Section 11 is added to the text of the Organic Law:
Among the first acts of his reign the King shall name a Privy Council (Sabôr, in Talossan) consisting of several Privy Councillors (called Guaïrs in Talossan) with whom he shall consult whenever possible on all matters of grave importance to the Kingdom, and whose duty shall be to offer the King the benefit of their individual and collective wisdom and advice. The King shall take care to include in this council those citizens with the longest and deepest connections to the ongoing historical life of the Kingdom, in particular those who are personally familiar with the homeland itself. Should at any time they deem it wise or necessary to do so, Privy Councillors –acting alone or in concert with fellow councillors – may publicly issue a "Letter to the King" about any matter of grave importance to the Kingdom. The Privy Councillors shall serve at the pleasure of the King. Privy Councillors shall be entitled to add the honorific initials "GST" to their signatures, for "Guaïr del Sabôr Talossán.”
