Bill Sensibility Act

The current restrictions on numbers of bills submitted each month remain intact, but by a quirk, co-sponsored bills don't count towards any limitations whatever. This is not the way it was supposed to be, and therefore the Cosâ resolves that any MC affixing his name to a bill counts towards his party's bill submission limitation.
