The Government of Talossa is formed after each general election, at intervals of eight months or less. After the election, the political party or coalition of parties holding a majority of seats in the newly elected Cosa organizes a new government administration, recommending to the King a particular person for the office of Seneschal, or Prime Minister. The Seneschal appoints a cabinet of ministers to enact various functions specified in the Organic Law and in statutes (most particularly The Cabinet Refinishing Act). Typically, new Seneschals have left some of the offices vacant, or permitted the incumbents to retain their positions.

Cabinet Code of Conduct

Members of the Government abide by a Code of Conduct.

Current Cabinet

The First Schivâ Cabinet originated as a reshuffle of the previous Plätschisch Cabinet on April 7th 2019/XL. Prime Minister Dame Miestrâ Schivâ was serving as interim Prime Minister since February 23rd, after the resignation of the previous Seneschal Ian Plätschisch; upon the electoral victory of the Free Democrats in the April 2019 General Election, Schivâ decided to pursue a minority government.

This is the first government led by Schivâ, a former Prime Minister and President of the Republic of Talossa, who nevertheless notably served as Distain to Seneschals Glüc da Dhi and Lüc da Schir, and as Culture Minister for almost a total of four years between January 2014 and April 2019. The government is composed of six individuals holding eight positions - four Free Democrats, one from AMP and an independent.

The Cabinet was officially sworn in on April 30th 2019/XL, an event which included King John swearing in the new Prime Minister via videochat, and an inaugural speech by Schivâ. The event was streamed live by The Péngöpäts Times and was followed by audio commentary by new Finance Minister Munditenens Tresplet and three-term Prime Minister, Mençei Lüc da Schir.

This Cabinet was superseded by the Second Schivâ Cabinet on December 16th 2019/XL.

Changes in composition

Interior Minister Txec dal Nordselva took an extended leave of absence due to personal issues, his duties being performed by Foreign Minister Txoteu Davinescu. He later resigned in July, being replaced by first-time minister Alexandreu Regeu.

A week later, Attorney-General Viteu Marcianüs resigned his office over King John's intervention in the merger between Fiovă and Florencia. Marcianüs was unwilling to submit to the Cabinet's Code of Conduct while defending his position; he nevertheless pledged to continue working with the Government as a backbencher on judicial reform. He was replaced by sitting Tuischac'h and Attorney-General in the Plätschisch Cabinet, Cresti Nouacastra-Läxhirescu.

A further change happened in September, as Minister of STUFF Sevastáin Pinátsch was removed following the successful migration of Talossa's webpresence to the DoRoyal hosting company. Prime Minister Schivâ called upon the King to award him Pinátsch with the Medal of Cincinnatus, but also chose to replace him with former Prime Minister Ian Plätschisch, to allow Pinátsch to attend to pressing extra-Talossan matters.

A final change in composition was made in December, after the General Election for the 54th Cosa had concluded. The PNP's Eovart Grischun was appointed as Interior Minister in what Schivâ called an "emergency appointment" in order to despatch the backlog of immigration requests. Thus, Grischun reassumed the duties of the Immigration Secretary, as the latest incumbent, Gödafrïeu Válcadác'h, had just resigned. Válcadác'h had been serving as an emergency appointee himself for previous Secretary Andy Park's resignation.
