Article 8, Section C of the 9th Amendment to the Organic Law is hereby repealed. In its place the following is proposed: "The Province shall elect a Governor-General as the King's personal representative. He shall not take office without approval by the Cosa. The Governor-General may or may not be a citizen of the Province which he governs. The Governor-General must approve or veto all legislation passed by the Provincial legislature, and a veto may be overriden only by the Federal Cosa. The Governor-General may dismiss the provincial Government on the advice of the Cosa, and call new elections within two weeks."
