WHEREAS Talossans love parties; and
WHEREAS it's now 1999;
THEREFORE the Ziu authorizes Talossan citizens to "party like it's 1999", since it is and all; and
THEREFORE the Ziu ALSO pats itself on the back for its brilliant common sense; and
THEREFORE the Ziu ALSO condescends to allow Cestours to party as well.
