RZ5 - The Chancery reform bill
WHEREAS The Secretary of State is the most central, pivotal crucial and time taking responsibility of the Kingdom of Talossa AND
WHEREAS it requires not only time critical actions but also a vast understanding of the law AND
WHEREAS it can sometimes take a superhuman to perform all of the duties AND
WHEREAS I know that most Secretaries of State managed it and perhaps they are all superhumans AND
WHEREAS a country should be more realistic in it's expectations AND
WHEREAS the Chancery is an official Royal office of the Kingdom of Talossa AND
WHEREAS in the past, the entire Chancery responsibilities were handled by the Secretary of State AND
WHEREAS the list of those responsibilities was never explicitly listed in law AND
WHEREAS in Reality, multiple officers of the Chancery might be responsible for multiple responsibilities AND
WHEREAS the Chancery and the Secretary of State are often used interchangeably
THEREFORE the ZIU Resolves that:
Title C, subsection 1.1 and subsubsection 1.1.1 of el Lexhatx which read like this:
1.1. The Chancery, headed by the Secretary of State. The functions of the Chancery are to prepare and submit the Clark, determine and report the passage or failure of each resolution considered by the Ziu, conduct, certify, and report upon all national elections, maintain the census and citizenship list, assist the citizenry in determining Talossan language personal names and registering the same, register political parties, communicate census information to political party leaders, and track and maintain legislative seating assignments.
1.1.1. Members of the Chancery are to be considered as if they were Deputy Secretary of State, without the ability to replace the Secretary should he become available. Members may act in the name of the Secretary of State and perform official business as delegated to them by the Secretary. (30RZ11)

1.1. The Chancery is headed by the Secretary of State.
1.1.1. The Chancery includes multiple responsibilities as follows:
126.96.36.199. Elections: prepare and administer all national elections, referendums and Senate elections performed by the Chancery as well as coordinating with any electoral committees. The Chancery is also responsible for maintaining and publishing the electoral rules, sending the ballots, collecting the votes, and publishing the election results as well as registering political parties
188.8.131.52. Clarks: prepare and submit the Clark, determine and report the passage or failure of each resolution considered by the Ziu, and sending the approved bills to the King for voting
184.108.40.206. Census: maintain the census and citizenship list, assist the citizenry in determining Talossan language personal names, administrating the Oath of Citizenship, promulgating citizenship declarations, recognizing renunciations, and assigning a citizen number to new citizens.
220.127.116.11. The Hopper: manage the hopper and accept bills for publication in the Clark from the Hopper. Duties also include counseling Ziu Members on proper syntax or procedure for Bills as well as assisting legislators with proposing a proper way to insert bills in El Lexhatx.
18.104.22.168. The Senate: maintain the dates of the Senate elections, and assist Senators with votes on the clark if requested. A further responsibility includes collecting and incorporating provincial rules about the Senators to ensure that the Chancery follows them during General Elections.
1.1.2. Each member of the Chancery is to be titled a Deputy Secretary of State, without the ability to replace the Secretary should he or she become unavailable unless otherwise appointed to by the Secretary of State. Members may act in the name of the Secretary of State and only perform official business as delegated to them by the Secretary.
