The Voter Petulance Avoidance Amendment

The following is added to Article 37 of the Constituziun:

"For citizens living in Talossa or in Milwaukee County, U.S.A. special provisions apply: election ballots received by the Secretary of State during the last seven days of an election shall count for only one half of a vote, for the purposes of determining seat allocation."
