Registering is as simple as giving the Minister of Home Affairs the name of the organization, the name of it's leader and a method to contact them, and a brief statement of it's mission. A community is any form of organization lower than a province (ie: parish, canton, etc.). Registering is as simple as the provincial government giving the Minister of Home Affairs the name of the area, it's boundaries, the resolution that established the area, and any history/leadership information they would like to provide. Again, the more information the better!
