Samuhel Tecladeir was appointed Prime Minister on 20 July 2006, replacing Fritz von Buchholtz, for which he served as Foreign Minister. He was sworn in over the phone by Regent Greg Rajala on 1 August 2006, in in the presence of von Buchholtz, Justices Danihel Laurieir and Ian von Metairia and special guest from the Republic Art Verbotten.
Tecladeir recited the Oath of Office in the Talossan language.
Most Cabinet appointments were made on 11 August, except Culture, on 28 August. The posts of Wargames Minister and Women's Equalities Minister were not reappointed; thus, albeit with the lack of the post of Home Affairs Minister, this Cabinet has almost reached the ten offices composition that would be enshrined into law by the Cabinet Refinishing Act.
