WHEREAS the Secretary of State has a strict calendar requirement for publishing the voting procedures AND
WHEREAS in at least 2 that calendar requirement occurred on a week-end and the Secretary of State had to rush in to publish the voting procedures AND
WHEREAS it makes no sense to have the procedures change significantly from one election to another unless there are structural changes which should be approved by the Ziu anyway AND
WHEREAS Section 4 of Article VII already supports the creation of an electoral law AND
WHEREAS 7.4 even goes so far as specify the default voting procedure AND
WHEREAS the Secretary of State could create a WIKI page explaining the procedure to vote for all elections AND
WHEREAS the language of Section 5 isn't clear if that is enough AND
WHEREAS we include the election procedures in the ballots anyway noawadays
THEREFORE be it resolved by the Ziu of the Kingdom of Talossa that the following amendment to the Organic Law be recommended to the citizenry for ratification:
Section 5 of Article VII which reads as follows:
The Secretary of State must make public the exact procedure by which he will comply with 7.4, no less than fourteen days before the Balloting Day.
Is replaced by:
The Secretary of State must make sure that the exact procedure by which he will comply with 7.4 is publicly available no less than fourteen days before the Balloting Day. In the ballots sent to the voters, He must also include at least a clear summary of the procedure to vote.
