34PD19 — Moratorium on Immigration PD
I, Márcüs Cantaloûr, Seneschál del Regipäts Talossán, with the full weight and authority of my august position do hereby and forthwith declare the following Prime Dictate:
WHEREAS, certain information has come to light that casts doubt over the whole Ministry of Immigration, and
WHEREAS, if the allegations that the CLP has recruited uninterested people to become citizens in order to increase the party's level of support are true, we will have witnessed perhaps the greatest scandal in Talossan history, and
WHEREAS, it is unfair for all genuine immigrants to be painted with the brush of scandal and controversy,
THEREFORE a moratorium on all immigration shall be hereby imposed until the end of the next general election. Any prospective citizens who are currently going through the process of immigration are excluded from this moratorium. With the close of the polls, immigration shall resume as normal.

Scribe's Notes
- The dispute concerning the legality of the naturalisations performed by the Ministry of Immigration, led by Conservative Loyalist Party (CLP) Party Leader Fritz von Buchholtz, soon came to a head. This dispute is widely acknowledged to have been politically based, with King Robert I and Prime Minister Cantalour (who issued this Prime Dictate), both adherents of the Black Hand Party, acting to prevent the growth of the rival CLP, with the election to the 35th Cosa approaching.
- The King and Cantalour both renounced their citizenships two days after this Prime Dictate, being faced with vocal opposition to their political machinations meant to disenfranchise persons thought to be likely CLP voters, and their unfounded allegations of impropriety against S:r von Buchholtz.
- It is to be noted that among the citizenships being called into question by the King and Prime Minister were those of a number of citizens cited as being "outstanding citizens" in recent Prime Dictates issued by the Seneschal, appointing the said citizens to offices in the government. These included Defence Minister Joe Clark and Ambassador to Peru Javier Ferrari.
- After the renunciations of the King and Cantalour, and when Distain Xhorxh Asmoûr failed to take the oath of office as Seneschal and appoint a Secretary of State (which was an Organic requirement, so that the scheduled election could proceed), the Uppermost Court, acting as a Council of Regency for the new minor King Louis, appointed von Buchholtz Prime Minister, and after appointing a Secretary of State, his next act was to repeal this Prime Dictate with one of his own.
