43RZ35 – The Duel-Preventing Vote-Splitting Amendment
WHEREAS Members of the Cosa have multiple seats to vote, and
WHEREAS some hold that is nonsensical to cast the votes of some subset of those seats in one way on a question, and cast the votes for others of these seats in another way, and
WHEREAS nonsensical acts are Talossan by nature, and
WHEREAS some corruption of the meaning of representative government could indeed be used as an argument that such vote-splitting is not nonsensical, but is a reflection of the proportionate wishes of an MC's constituency, and
WHEREAS I like the pro-nonsense WHEREAS better, though, in any case, now
THEREFORE be it resolved by the Ziu of the Kingdom of Talossa that the following resolution be presented for ratification by the people:
- RESOLVED, that Article VIII of the Organic Law of the Kingdom of Talossa be amended by the addition of two new sections, numbered 7 and 8, and reading:
- Section 7. In deciding all questions before the Cosa, each MC shall cast votes for some or all of the seats he holds. Each seat may be voted separate from the others, and each MC may cast his votes in whole or in part, committing any number of his voting seats to either side of the question (or to abstention).
- Section 8. The provisions of Section 7 of this Article shall apply further to the vote of confidence defined in Section 6 of Article XIII of this Organic Law. However, abstention (including failure, whether intentional or not, to answer the question of confidence in the government either in the affirmative or in the negative) is not permitted on any such vote, with the parliamentary penalty for such abstention to be provided by law. Such penalty shall be limited in its effect to the validity of all votes cast for any and all seats held by the abstaining MC upon all questions before the chamber during the Clark.
