44PD1 — The Indians Are Maricopans Clarification Dictate

I, Ma la Mha, Seneschal del Regipäts Talossan, with all duly vested authority and stuff, do hereby and forthwith declare the following Prime Dictate, beseeching his Majesty the King to grant royal assent with all due celerity that it might become law:

WHEREAS by some strange oversight, likely caused by the universal excitement of the times, the entire Ziu failed to notice that the passage of Section 4 of 43RZ5, The Take Me to the River Omnibus, created an inadvertent overlap in the Catchment Areas for the provinces of Maricopa and Fiova, and

WHEREAS this said overlap has already caused some agitation and concern, not to mention bewilderment and bemusement, and

WHEREAS, while bemusement is rather nice (and is definitely Talossan; no doubt about it), agitation, concern, and bewilderment are to be avoided, and

WHEREAS, as primary author of the legislation that bummed this up, I should take some initiative to get it fixed, and

WHEREAS a number of citizens of the nations of India and Pakistan, two of the nations in the overlap, are already citizens of Maricopa, so in keeping with the intention of Catchment Areas, it would be best to ensure that their fellow-citizens of those nations can most easily join them as Maricopans, and

WHEREAS the nations of Asia not mentioned elsewhere in the Catchment Areas litany, being near (relatively; it's a big world) to Australia and New Zealand, one of the main portions of the Catchment Area of Fiova, represent those areas that the legislation intended to include in the Fiovan Catchment Area, now

THEREFORE, to redress the accidental overlap, Section 9 ("Maricopa Province") of 34RZ9, The People to Provinces (No More Microprovinces) Act (which may be the most mucked-with piece of legislation in Talossan history), is modified by removal of the words "and all nations of Asia not included elsewhere" and insertion, in their place, of the words "and the nations of the Indian subcontinent".
