The Constitutional Convention Act
Whereas, there is widespread consensus that the machinery of Talossan government needs to be "slowed down" somewhat, Therefore the Cosâ authorises the Prime Minister to call, before the end of his term, a Constitutional Convention, open to all citizens of Talossa, to discuss constitutional changes and, if they desire, to draft a new Constituziun del Regipäts Talossan (which, of course, would need to be approved by the people in a subsequent referendum to become the law of the land.)
