The Sophisticated Random Number Generator Act
For several years if a Cosâ election ends with multiple parties being entitled to a fraction of the same seat, a coin has been flipped to determine which one party gets teh whole seat. This is not specified anywhere in the Constituziun, but we hereby so specify by adding the following to Article 39: "In the event of a single seat being evenly divided among two or more parties mathematically, a coin toss (or series thereof) will be used to determine which party obtains the seat."
