A cunstaval, or constable, is the Organically mandated representative of the Crown in a province. Until a province has a constitution, its cunstaval serves as a military governor, "exercising all powers of the provincial government" (Org.17.9.). After a constitution is established, the cunstaval remains the sovereign's representative in the province, and exercises local power commensurate with the King's power on a national level.
