WHEREAS, Francesco Felici of Pisa, Italy, has applied for Talossan citizenship and passed all the requirements pertaining thereto, including winning the approval of the Uppermost Cort;

THEREFORE, the Ziu hereby, in solemn Gruppengloppen assembled, doth formally confer upon him Talossan nationality, and all the attendant privileges and responsibilities, and welcomes him as Talossa's 72nd new citizen!
