Whereas, the population of our once-intimate Kingdom is expanding by leaps & bounds;
Whereas most citizens no longer personally know one another;
Whereas many would-be citizens are not familiar with the Spirit of Talossa (proof: Dobberpuhl);
Whereas some of these would-be citizens are encouraged to join the Kingdom to further an existing citizen's political ambitions,
the RT hereby ordains that, in order to ensure a more measured & mature pace of growth, for any person to become a Talossan citizen, that person must receive the assent of 3/4 of the Cosa and the approval of the King.
