The More Democratic Referendum Amendment
[Amendment to the Constituziun. Articles 74 and 75 are rewritten as follows.] Art. 74. Legislation may be proposed and adopted by the people through the use of the Initiative. In order for this to be used, a piece of legislation may be drafted by any citizen, and if signed by a number of petitioners, exceeding 15% of the population of the Kingdom, be delivered to the Secretary of State. The question must then appear on the ballot as a referendum during the next general election. The legislation becomes law if approved by a majority of those who vote in the election. If the question seeks to amend the Constituziun it requires approval by two-thirds of those who vote in the election.
Art. 75. The Cosâ may also prepare referenda and submit these to popular vote as it sees fit. The referendum may be advisory (a non-binding public opinion check) or may have the force of law upon its approval by a majority of those who vote on it. If the referendum seeks to amend the Constituziun it requires approval by two-thirds of those who vote in the election.
