The Royal Civil Service is the branch of the State that supplanted the Royal Household pursuant to the Royal Civil Service (Establishment) Bill of 2018. These officers retain their positions between changes of Government, and may only be dismissed for cause.
It was initially administered by a Commissioner; however, that office was abolished in 2019. The appointment of Permanent Secretaries is now recommended by the relevant Minister.
List of offices
The Royal Civil Service encompasses a number of nonpartisan offices, listed in the order they appear into law:

Permanent Secretaries
Permanent Secretaries are members of the Royal Civil Service who lead Offices within the various Cabinet ministries.
The current list of Permanent Secretaries is as follows:
- Permanent Secretary of Cultural Development (Ministry of Culture) - Hon. Eiric Börnatfiglheu
- Duties: commemorating national holidays; the role of National Gamemaster, as described in Lexh. C.2.7.1; offering advice to the Minister of Culture on all cultural issues; giving recommendations to the Cabinet on applications for Initiative Support Funding.
- Ladîntsch Naziunál (Ministry of Culture) - Hon. Iac Marscheir
- Duties: all the duties prescribed for the Ladîntsch Naziunál by law, in particular the current Lexhátx D.2.7.2; advising and making proposals to the Government on how to promote the use of the Talossan language.
- Permanent Secretary of Immigration (Ministry of the Interior) - Hon. Ian Plätschisch
- Duties: Processing requests for immigration to Talossa, which includes:
- Sending form emails to immigrants
- Posting applications and approving new Wittenberg accounts
- Terminating applications and disabling accounts
- Updating the database of immigrants and new citizens
- Other duties as directed by the Minister of the Interior
