The Closing of the Casino Talossa Act
WHEREAS the Kingdom of Talossa needs an electoral system that is less dependent on devices of chance to attribute seats; and
WHEREAS the "An Outageous Act to Amend Article Seven, Section Two of the Organic Law and Close Down the Electoral Casino (Except On Certain Special Occasions)" as submitted to the October Clark has failed to pass into law and resolve the "Casino Talossa" problem;
THEREFORE this act hereby rescinds Article Seven, Section Two of the Organic Law and replaces it with the following wording:
(a) Each party shall receive a percentage of the 20 Cosâ seats corresponding to the percentage share of the vote received by that party at the immediately preceding general election.
(b) In the event that a seat is divided between two or more parties, the seat shall be assigned to the party(ies) with the highest decimal remainders.
(c) In the event that a seat is evenly divided between two or more parties, a percentile die roll or a coin toss shall be used to determine the assignment of that seat.
