c. El recepatôr del püpärts da votâs (cün eleziuns secundárs, schi aucün candidäts non reçáifadra el püpärts) prîndarha el posteu quand që las urnâs ferment.

WHEREAS, the glorious province of Maricopa has too long been languishing under the dreaded specter of Apathy, and

WHEREAS, the voting pool being half a dozen at best, a viable, representative government of the type needed for certification is a good while away, but

WHEREAS, for a later, certifiable government to ever endure it must have forerunners to get its citizens "in the mood," and

WHEREAS, any accountability regarding its governor should be a welcome change from the current system, and

WHEREAS, it is understood that the following legislation will not give the province of Maricopa official certification,

THEREFORE:

I. The Ziu provisionally relinquishes its right to appoint the Military Governor to the uncertified province of Maricopa, who will henceforth be democratically chosen.

II. The Military Governor is ordered to appoint a Secretary of State for Maricopa, who will facilitate elections for the Governor's post by the following criteria:

a. The polls shall be open for exactly one month, and shall open, at most, two months after the passage of this bill.

b. At the point that the polls open, the Secretary of State shall have collected nominations from all contenders and provided them with a list of electronic and postal addresses of Maricopa's reachable citizens.

c. The receiver of the majority of votes cast (with later runoffs, if no candidate receives a majority), shall assume office on the final closing of the polls.

d. The post of Governor and Senator of Maricopa shall not be held simultaneously by one person.

III. In all Maricopan gubernatorial elections following this one, the same procedure shall be followed, and the winner of the next election shall assume office at least four months and at most five months after the winner of the coming election did.

IV. The Governor of Maricopa will continue to rule in the same fashion as previously, and may be reelected.

V. The Governor of Maricopa shall name a Governor-Designate. Should the Governor resign or die in office, the Designate shall become Governor, and has the choice to declare immediate elections or serve out the rest of the Governor's term.
