A prospective citizen is a non-citizen who has shown an interest of Talossa and has begun the immigration process. After 17 days of being a prospective and being assigned a TALOSSAssistant, they are eligible for a petition (which may also be micked), and absent any objections, the prospective will be granted citizenship by the Secretary of State. Prior to the Great Abdication of King Ben, some prospectives not permitted to immigrate to Talossa formed Penguinea.
