21RC45 — The Ryan Hughes Act

The Cosâ hereby approves Ryan Hughes, of Vernon, British Columbia, as Talossa's 52nd Citizen. His "What Talossa Means To Me" Essay appeared in Støtanneu in August, and he was approved by the Uppermost Cort in September.
