The Save Eiffler AcT
Whereas, John C. Eiffler attempted to vote in the February 1995 Election but mistakenly dropped his ballot off at the wrong house (!) thereby rendering it uncounted; THEREFORE the Cosâ hereby forgives his non-vote in that election for purposes of the Three-Strikes-You're-Out law. This means Eiffler has one strike against him, not two.
