A dandelion is a child of a Talossan citizen, given special status under the law and considered Talossan citizens. The Organic Law defines a minor (child) as any citizen who has not reached voting age; accordingly a dandelion is any Talossan under the age of 14.
The process by which a dandelion is able to formally accept their citizenship when they come of age is easier than the normal immigration process.
