Prime Dictates (PD's) are public declarations (or edicts) made by the Prime Minister and have the full force of law. PD's take effect upon their countersignature by the King, at which point the PD then functions as a law for all purposes. They may be repealed by a majority vote in the Cosa and can also be vetoed by the King. If vetoed, the Cosa may introduce the text of the PD as a regular bill and, if it receives two-thirds of the vote, it becomes law over the King's objection. PDs are exempt from all provisions relating to legislative proposals and The Hopper.
A PD can not be used to amend the Organic Law.
