The "Gentlemen, Start Your Engines!" Act
Whereas Articles 34 and 35 of the Constituziun instruct the Secretary of State to make ballots available to party leaders (and all citizens) on the first day of the election (the Balloting Day) or as soon as possible thereafter, Therefore the Cosâ hereby instructs the office of the Secretary of State to set up a public occasion, called the "First Balloting", on the day ballots become available, to allow anyone who shows up to obtain his ballot then abd there. The First Balloting should take place at a definite time and place (example: "7:30 p.m. on January 15th at Wendy's on Capitol Drive near Pick 'n Save"). with plenty of advance notice in the press and personal advance notification of all party leaders. Any party leader who fails to attend the First Balloting may make alternate arrangements or have his ballot mailed to him.
