The Glorious (but unarmed) Royal Fleet Act
WHEREAS, the Kingdom has territorial waters which need defending, and
WHEREAS, Mr Kurt Litscher (a friend of our Defence Minister) has offered the Kingdom the use of his 23-foot sailboat for the purposes of establishing a Royal Talossan Navy free of charge, now
THEREFORE be it resolved that the Talossan nation accept this offer and this unarmed gunboat, the VSM Panache, to be officially accredited as the Royal Talossan Navy, and that Mr Litscher by styled Admiral of the Fleet.

Scribe's Note: Although this formally created the "Royal Talossan Navy" in 1987, it wasn't until 1998 that the "Talossan Royal Navy" was established by Prime Dictate. In 2005, with passage of 35RZ32 - The Naval Reorganization Act the modern Talossan Royal Navy was finally formally organized.'
