1	Citizen	publish a draft on the Forum	[FOR DISCUSSION]	as long as you want	comment and suggest edits
→	you can revise it as you want, once you like it you can move to step 2
2	Citizen	open a new thread	[PROPOSAL]	7 days	propose amendments on the same thread
→	ff amendments have been proposed the process procedes to step 3, otherwise it goes directly to step 4
3	Túischac'h	open a new thread	[AMENDMENTS VOTE]	7 days	VOTE ON EACH AMENDMENT
→	when all the amendments have been settled and, if needed, the proposed text modified accordingly
4	Túischac'h	open a new thread	[FINAL VOTE]	7 days	VOTE ON THE FINAL TEXT
→	if PËR > CONTRÂ, the Túischac'h then shall submit the approved text to the Cunstavál for promulgation
5	Cunstavál	promulgate		10 days	wait
→	If the Cunstavál fails to promulgate it in 10 days, it shall be deemed to have passed
