The Hopper is a board on Wittenberg where bills are proposed and discussed by members of the Ziu and the Secretary of State. Every bill needs to be Hoppered before being clarked. The hopper is thus not simply a forum, but also represents the state a bill is in when it has been proposed, but is not yet being voted on.

The term derives from a funnel-shaped storage bin filled from the top and emptied from the bottom, which is often used to house grain or coal. To this day members of some parliamentary bodies around the world, like the US House of Representatives and the British House of Commons, can introduce bills for consideration by placing them in receptacles by the presiding officer's chair.
