WHEREAS it is illegal to make baseless accusions in Talossa without at least trying to sue the person accused as per the Put up or Shut up act, and;


WHEREAS several people are routinely accused of being a Traitor, and;


WHEREAS there are no specific laws defining treason thus making it hard to sue a person, and;


WHEREAS it it currently possible to commit treason even though its definition is not legally defined, and;
WHEREAS a new temporary law is in effect modifying the way prospectives become citizen, and;
WHEREAS Thomas Cutterham is the first prospective to have succesfully followed all the steps leading to the title of Permanent Resident, and;


WHEREAS traitors are rarely there to defend themselves, making it even harder to sue them, and;
THEREFORE


WHEREAS this actually protects the person accusing them of being traitors
The Ziu resolves to make Thomas Cutterham a permanent resident as per LZ7 of the 29th Ziu.

- Establishes a commission on writing a Treason law, with the procedure for suing a person of treason when they have left.

Such a law will need to include provision for determining if there were already legal precedent allowing to sue someone who committed treason prior to the passage of the law and determining if it is thus possible to sue someone under this law even if it was approved after the fact, since the law only clarifies points of law that were not clearly defined.
 
The commission will only be responsible for submitting the law, and not on determining if certain citizens have indeed committed treason.
 
- Formally forbids calling someone a traitor or unformally accusing them of treason during the work of the commission, and until such a time as when the commission will have deposed a bill defining treason (thus forcing them to act quickly).
 
- Recommends the documentation of cases of alleged Treason to be brought before the cort once the law will be in place.
 
- Recommends that the Upper cort justice take serious interests in the procedings of the commission, since they will mostly be needed to vote on the validity of the proposed law.
