The Free Commonwealth of Penguinea (it-Frij Penginijgulad) was a micronation of around 20 citizens claiming territory on St. Helena Island.

History

After an Exodus of several citizens of Talossa, full and prospective, on 26th of September 1997, the Free Commonwealth of Penguinea was founded. It was founded as cultural democracy in an opposition to perceived autocracy in Talossa. In order to enact the law, Evan Gallagher was unanimously elected Provisional Protector, and he proclaimed the Free Commonwealth and its new constitution on the 16th of October 1997. Penguinean democratic institutions were Protector and House of Keys (executive), Instrument of Government (constitution), Althing with Lawspeaker (legislative) and High Court with Chief Justice.

Although the political system was based on individuals, there were a few political parties: e.g. Gothic Peculiar Party (it-Gothijic Watacxi Plejd, GWP) and Pheurton People's Party (PPP). Penguinea was a vivid community with rich cultural life, having many magazines, its own radio broadcast, web-serials, bands and on-line gallery of art and active participants.

Finally, after a debate on its future, Penguinea was transformed in 2000 into the Pangaean Community and later into on-line community of Polyphony.

Spiritual Home

Penguinea had its spiritual home on St Helena Island, off the coast of Queensland, Australia. Fort Cromwell was its capitol. It was later divided into wapentakes and shires: Mu, Bran, Pheurton, Tatankistan/Yansastan and Ethelwilma.

Language

There were two versions of the Penguinean language in FCP. The first was an a posteriori conlang called it-Penginijtung created by Miestrâ Schivâ, Evan Gallagher and Ián Txaglh, based on Japanes, Icelandic, German and Welsh. The second was an a posteriori constructed language called Pengeálige created by Erik Rothwell and Txec dal Mar, based on Celtic languages.
