After an Exodus of several citizens of Talossa, full and prospective, on 26th of September 1997, the Free Commonwealth of Penguinea was founded. It was founded as cultural democracy in an opposition to perceived autocracy in Talossa. In order to enact the law, Evan Gallagher was unanimously elected Provisional Protector, and he proclaimed the Free Commonwealth and its new constitution on the 16th of October 1997. Penguinean democratic institutions were ''Protector'' and ''House of Keys'' (executive), ''Instrument of Government'' (constitution), ''Althing'' with Lawspeaker (legislative) and ''High Court'' with Chief Justice.
