This was a position often found in the cabinets assembled by Seneschal Michael Pope. Pope took the name of this post from the classic 80s BBC sitcom Yes, Minister.
Although this post had no particular duties associated with it, Pope would sometimes assign it to someone perceived as a gadfly and then give that person an onerous task, such as indexing the entire legal code. His intention for doing so would be to keep that person busy, and thus less likely to cause problems for Pope's Government.
