Ryan Hughes was a citizen of Talossa and of the province of Vuode. A cybercit, he was part of the second wave of non-Old Growth citizens admitted to Talossa, in late 1996.
He set up Talossa's first forum in mid-1997, the Talossan Discussion Group, predating the first Wittenberg by a few months.
Hughes left Talossa in late September 1997, together with Evan Gallagher and Miestrâ Schivâ, to found the micronation of Penguinea.
