Matthias Muth was a citizen of the Kingdom of Talossa and of Benito province (then known as Mussolini). He was one of the last Old Growth citizens to join Talossa, at a time when Cybercits were starting to play a significant part in Talossan affairs. Him, Nathan Freeburg and Brendan Duddy were referred to as "Mugrads", as they were graduates of Marquette University who joined Talossa at about the same time.

Muth declared himself absolute dictator of his province, with a 99-year term of office, which led to fellow-citizen Art Verbotten declaring the canton in which he lived, Florencia, to have seceded from the province. After a brief struggle, Muth consented to the secession, and Florencia became an independent province.

Muth served as Puisne Justice in the Uppermost Court from September 1997 until Senior Justice Ián von Metáiriâ retired in 1999; he then served as the third Senior Justice himself until October 2003, when he retired. He was replaced on the bench by Metáiriâ himself, and as Senior Justice by Cheneþ Velméir.

A member first of the Clockwork Orange Party (COP) with his fellow "Mugrads", then of the Silver Phoenix and finally of the Progressive Conservatives for much of his Talossan life, Muth was instrumental in the writing of the 1997 Organic Law: he chaired the committee that was responsible for the text of the proposal over the course of nine months in 1996 and 1997.

Muth held the office of Senator for his province for ten of the first eleven Cosas of that seat's existence. As sitting Senator, he renounced his citizenship to found the Talossan Republic at the conclusion of the 32nd Cosa.
