The first cabinet led by Seneschal Lüc da Schir came to power on 19 September 2014/XXXV after elections to the 47th Cosa, when S;reu da Schir was appointed by His Majesty King John. He took over from his fellow party member Glüc da Dhi, who had retired as MRPT leader before the elections. Da Schirs party, the MRPT, came second in the elections, but managed to continue the previous coalition with the ZRT led by Miestrâ Schivâ, UrN, with the addition of the newly formed Liberal Congress led by former Distain Carlüs Xheraltescu and the Progressive Party, led by Owen Edwards.

Da Schir's tenure ended on 24 June 2014/XXXV after the elections to the 48th Cosa, when S;reu Xheraltescu took over. The first Da Schir cabinet was the first to include a minister of the Interior as opposed to separate ministers for Immigration, Defense and Home affairs.

The government's Cosa majority was 18 seats (109-91) and, notably, the coalition enjoyed a Senate majority of 5-3 as well, after its previous iteration was severely hampered in its legislative efforts by being tied 4-4 with the opposition. Furthermore, among the five, only Senator Tresplet was not a member of the Cabinet.

The Cabinet only saw one Minister being reshuffled out, with the inactive Magniloqueu É. da Lhiun being replaced by Magistrate Txec dal Nordselvă as Attorney-General, on da Schir's own initiative.
